California has just set a new global benchmark for corporate climate accountability. The Climate Corporate Data Accountability Act (SB 253) & the Climate-Related Financial Risk Act (SB 261) together reshape how large companies disclose and manage their climate impacts with ripple effects far beyond the state’s borders.
The New Climate Disclosure Landscape
SB 253 requires companies doing business in California with over US$1 billion in annual revenue to publicly report their:
- Scope 1 and 2 greenhouse gas (GHG) emissions beginning in 2026
- Scope 3 (value chain) emissions beginning in 2027
SB 261, meanwhile mandates climate-related financial risk disclosures for entities with over US$500 million in revenue, with the first reports due by January 1, 2026.
